The Minister of ICT, Chris Baryomunsi, has appointed Hon. George William Nyombi Thembo as the new Executive Director of the Uganda Communications Commission (UCC). Hon. Nyombi Thembo will be taking the reins from Eng. Irene Kaggwa, who has been serving as the Acting Executive Director since February of 2020.
Hon. Nyombi Thembo’s background
Hon. George William Nyombi Thembo brings a wealth of experience to his new role. Born on July 31, 1964, in Kassanda, Singo County, Hon. Nyombi has an impressive political and professional track record. He served as a Member of Parliament for Kassanda County South from 2001 to 2015, holding various ministerial positions, including State Minister for Information and Communications Technology from 2011 to 2015.
In addition to his political career, Hon. Nyombi has been actively involved in the telecommunications sector, serving as the Director for the Rural Development Communication Fund (RCDF) at the UCC since January 2017. He holds a Bachelor of Arts degree from Makerere University, a Master of Science in Development Economics from Uganda Martyrs University, and various other diplomas in project planning, management, and financial management.
Acknowledging Eng. Irene Kaggwa’s contributions
Eng. Irene Kaggwa Sewankambo played a pivotal role during her tenure. With over 21 years of experience in policy development, research, and regulation within the ICT sector, Eng. Irene has been instrumental in steering the Commission through various challenges.
She is also substantively the Director of Engineering and Communications Infrastructure at the UCC, showcasing her expertise in the technical aspects of the industry.

Hon. Nyombi Thembo, currently the Ag. Director Industry Affairs and Content Development is well-versed in the Commission’s operations. His extensive background in both politics and telecommunications positions him favorably to lead the UCC into a new era.
