KCCA opens bidding for Phillip Omondi Stadium Phase 2

Kampala Capital City Authority (KCCA) has released an official bid notice for the construction of Phillip Omondi Stadium Phase 2.

The project is set to enhance Uganda’s sports infrastructure and, as some speculate, aligns with the nation’s bid to host the 2027 Africa Cup of Nations (AFCON). The procurement reference number for this project is KCCA/WORKS/2023-24/00015.

The project, funded by the Government of the Republic of Uganda for the 2023-24 fiscal year, encompasses various aspects, including concrete works, structural steel roof works, masonry works, and mechanical and electrical installations, including ICT infrastructure.

The bidding process, as outlined in the Government of Uganda’s Public Procurement and Disposal of Public Assets Act, 2003 (Amended March 2014), is open to national and resident providers. To be eligible for this project, bidders must meet specific criteria:

  1. Relevant Experience: Bidders should have experience as a contractor, subcontractor, or management contractor in similar roles within the last three years prior to the bid submission deadline.
  2. Financial Capacity: The minimum average annual turnover required is Uganda Shillings Eight Billion (UGX 8 Billion) within the last two years, calculated based on total certified payments received for construction contracts in progress or completed.
  3. Performance Track Record: Bidders must demonstrate their experience as a main contractor for at least four similar construction works contracts within the last five years. These projects should include concrete works and structural steel roof works, with each contract valued at not less than UGX 4.5 Billion (4,500,000,000/=).
  4. Financial Capacity: Bidders should have the capacity to access cash/credit of Uganda Shillings Five Billion (UGX 5 Billion) or equivalent.

Interested parties can obtain further information and inspect the bidding documents at the KCCA headquarters from 8:00 am to 5:00 pm, Monday to Friday (excluding public holidays). The digital copies of the bidding documents are available for purchase upon submission of a written application and payment of a non-refundable fee of UGX 500,000.

A pre-bid meeting and site visit are scheduled for 11:00 am on October 16, 2023, providing potential bidders with an opportunity to gain insights into the project’s requirements and conditions.

The deadline for submitting bids is 10:00 am on November 1, 2023. All bids must be accompanied by a bid security of UGX 100,000,000, in the form of a Bank Guarantee from any recognized commercial bank in Uganda. Late bids will not be considered.

The bid opening will take place at 10:30 am on November 1, 2023, at the KCCA headquarters.
